# How to Prepare NBR Mushak 9.1: Restaurant Guide

A numbered, evidence-first workflow for preparing a restaurant's Mushak 9.1 return without guessing figures from the POS alone.

**Last verified: 2026-09-01**

Mushak 9.1 is the VAT return form identified in NBR's official VAT forms and Rules materials. A restaurant should prepare it from reconciled records for the tax period—not from one sales total copied at the last minute.

## Step 1: lock the tax period and entity

Confirm the registered business name, BIN, tax period, outlet scope and filing user. Do not combine a different entity or period merely because the POS report is convenient.

## Step 2: reconcile supply and sales

- POS sales by tax treatment
- Voids, refunds and discounts
- Online and marketplace channel records
- Mushak 6.3 or applicable document sequence
- Manual invoices or outage records
- Day-close and payment-method totals

## Step 3: classify purchases and input evidence

Collect purchase documents for the same period and separate admissible, non-admissible, import, exempt or other categories according to the current form and rules. A purchase expense in accounting is not automatically an admissible input-tax credit.

## Step 4: document adjustments

List increasing and decreasing adjustments separately with the reason, source document, tax amount, date and approver. Never use one unexplained balancing line to force the return to match a payment target.

## Step 5: complete the current form sections

| Form area | Evidence to have ready |
| --- | --- |
| Taxpayer and return identity | BIN, name, address, tax period and return status |
| Supply or output tax | Reconciled sales classification and tax |
| Purchase or input tax | Purchase classification and supporting documents |
| Increasing adjustments | Adjustment register and evidence |
| Decreasing adjustments | Adjustment register and evidence |
| Net tax and payment | Calculation review and payment reference |
| Declaration | Authorized review and submission record |

## Step 6: run three reconciliations

- Sales report to issued document sequence
- Return output and input lines to ledgers and source records
- Net payable to the payment reference and submitted return

## Step 7: reviewer sign-off

A preparer should record unresolved differences; an authorized reviewer should check classifications, adjustments and payment before submission. Preserve the reviewed draft rather than overwriting it after filing.

## Step 8: file and archive

Follow the current NBR portal and form instructions for submission. Save the acknowledgement, filed return, payment evidence, source reports and adjustment explanations together for the period.

## Rosuii's boundary

Rosuii reports can support sales and configured VAT reconciliation. Rosuii does not determine legal classification or submit Mushak 9.1 for the restaurant. Review current NBR instructions and obtain qualified advice where needed.

## How we calculated and verified this

The official NBR form index and Rules PDF were checked on 2026-09-01. Portal labels and legal requirements can change, so this operational sequence does not replace the current form instructions or professional review.

The strongest return file is reproducible: another reviewer can trace each total back to sales, purchase, adjustment and payment evidence for the same period.

## FAQ

### What is Mushak 9.1?

Mushak 9.1 is the VAT return form identified in NBR's official VAT forms and Rules materials for registered persons. Use the current official version and instructions.

### Can I prepare Mushak 9.1 from only a POS sales report?

No. The return also requires appropriate purchase, input-tax, adjustment, payment and entity evidence under the current form and rules.

### What should I reconcile first?

Start with the tax period and entity, then reconcile POS sales to invoices or Mushak documents, refunds, manual records and payment-method totals.

### Does Rosuii file Mushak 9.1 automatically?

No. Rosuii can support reporting and reconciliation, but the restaurant remains responsible for classification, review, payment and submission through the current NBR process.

### What should I archive after filing?

Keep the filed return, acknowledgement, payment reference, reviewed draft, sales and purchase reports, issued-document sequence and adjustment explanations for the period.
