Build a controlled leave-type master with name, eligibility, accrual or entitlement rule, unit, notice, supporting evidence, approval route, carry-forward, expiry, payment treatment, holiday or rest-day interaction, extension process and effective date. Use a complete written application
The Labour Act's leave procedure includes written application concepts. If an emergency begins by phone or message, convert it into the controlled record under the approved process instead of leaving the only evidence in a manager's personal chat. Do not collect unnecessary sensitive details beyond the lawful purpose.

Check balance and eligibility before roster approval
Calculate the opening balance from the last approved closing balance plus configured accrual or entitlement minus approved use and valid adjustments. Show the source period and rule version. A manager should not type an estimated balance to make a roster decision. Resolve join date, prior service, carry-forward and previously refused or deferred requests under the configured rule.
Balance is only one decision input. Check requested shift, role coverage, simultaneous leave, peak event, replacement skill and employee welfare. Operational difficulty does not authorise an unlawful refusal, and legal entitlement does not remove the need for safe handover. Escalate conflicts through the approved HR/legal process.
Record the decision and its reason
Use Approved, Refused, Deferred, Part approved, Changed by agreement and Withdrawn with the authorised person's name, time and reason. Preserve the original requested period and the final approved period. Do not overwrite the employee request so the calendar looks simple.
The Labour Act describes communicating orders on leave applications and recording reasons when leave is refused or postponed under the applicable procedure. Configure the response timing and documentation with current legal advice. Give the employee the decision through a traceable channel.

Connect leave to the duty roster
Once approved, block the employee's relevant shifts and identify who covers each critical role. Confirm that the replacement has the required skills and access but does not inherit unnecessary permissions. Update reservations, purchasing, cash custody, kitchen station, closing key and emergency contact handovers where relevant.
Do not approve the leave in one sheet and leave the employee scheduled in another. The leave record, roster and attendance system should reference the same approved dates and revision. If coverage changes, update the roster without changing the leave history.
Handle extensions and early return
An extension request should link to the original leave, requested new return date, reason, remaining balance, evidence and management decision. Preserve submission and response times. Do not silently convert an unapproved absence into approved leave after payroll simply to close an exception.
For early return, record the actual date and manager acceptance, then update roster, attendance and balance under the configured rule. Prevent the employee from appearing both on leave and present. A partial-day or overnight shift needs a clear unit so payroll does not double-count or omit time.
Return-to-work and absence exceptions
At return, confirm actual date, fit-for-duty or medical process where lawfully applicable, property and access restoration, briefing on changed procedures, and attendance status. Restrict sensitive medical information to authorised roles. The leave register should reference evidence rather than expose unnecessary details to shift managers.
If the employee does not return as approved, open an absence exception under the lawful process. Record contact attempts, employee explanation, extension request and authorised decision. Do not change the original leave dates or make an automatic payroll deduction before the facts and applicable procedure are reviewed.
Reconcile leave to payroll
Payroll should receive approved results, not raw requests. Compare leave dates with attendance and roster before calculating. Keep leave pay, unpaid absence and other adjustments separately labelled so an employee can understand the statement and a reviewer can reproduce it.

Privacy, access and record retention
Give line managers the schedule information they need, while limiting medical or personal attachments to authorised HR roles. Use audit logs for balance changes, approvals and document access. Do not share leave reasons in a public roster or staff group unless the employee has chosen to and the purpose is appropriate.
